It is normal for some water or condensation to accumulate at the bottom of the window track but it should be able to drain out through the weep holes in the lower left and right of the exterior part of the window frame. Obviously this is not ideal and why pocket sill double hungs are highly discouraged but it is pretty hard to avoid on sliders. If they say there is drainage under the track i ll see if i can get a handyman to remove the door and track and try to figure out where the water runs to.

Dig about 2 feet below each basement window sill and fill each hole with crushed stone that is about 1 2 inch in size if you would rather not use window well covers.
